Southeast Finland and Helsinki, 08 July 2023 (flash flood)
Period of event:
Heavy rainfall across the south and southeast of Finland and in Helsinki from 08:00 UTC to 18:00 UTC on 08 July 2023.
Description and regions affected:
Hourly accumulated rainfall was not particularly high: only 10-20mm measured in different places in Helsinki. However, the instantaneous rain rate in Kaisaniemi exceeded 60 mm/h, which was exceptionally high. There was a very localised rain shower that hit Helsinki at around 17:30 local time.
Impacts: Streets and several buildings were flooded in the southeast of Finland.
Helsinki - Finland, 27 August 2023 (flooding)
Period of event: Heavy rainfall and flooding in Helsinki from 03:00 UTC to 11:00 UTC.
Description and regions affected: Heavy rain hit Helsinki throughout midday and during the early afternoon, local time. The heaviest rainfall arrived in Helsinki at 13:00 local time. PThe peak hourly rainfall accumulation aboveoOver 20 mm of accumulated rainfall was measured in in Kaisaniemi (central Helsinki) in the early afternoon. in Kaisaniemi (central Helsinki)in Kaisaniemi (central Helsinki) between 00:00 and 13:00 local time.
Impacts: There were multiple flooding events, including sewer overflowing and the flooding of a local movie theatre. The Helsinki rescue department had over 20 flood-related tasks by late afternoon.
Central and Southern Finland, 28 August 2023 (multi-hazard)
Period of event: 28 Aug 2023 at 0700 UTC – 2000 UTC.
Description and regions affected: Central and Southern Finland were affected by a major thunderstorm on 28 Aug 2023. Heavy rainfall was reported in southern and western Finland. Daily rainfall accumulation of 65 mm was measured in Tampere.
Impacts: Wind-related damages, such as fallen trees and major disruptions in electricity supply were reported across southern, central and eastern Finland. The Helsinki rescue department received dozens of emergency calls related to fallen trees.
Southern Finland, 31 Aug 2023 (flooding)
Period of event: Heavy rainfall across southern areas of Finland and flooding in Helsinki from 00:00 UTC to 15:00 UTC.
Description and regions affected: The measured peak rain rate in Helsinki was 19mm in 10 minutes. 22.9mm of rainfall accumulation was measured between 03:00-04:00 local time in Kaisaniemi (central Helsinki).
Impacts: Several buildings and underground facilities were flooded in central Helsinki. One subway station was closed because of flooding.
Loulé and Faro - Portugal, 04-09 December 2023 (flooding)
Period of event: 04 to 09 December 2023
Description and regions affected: The weather forecast from the Portuguese Sea and Atmosphere Institute (IPMA) for 05 to 07 December indicated heavy precipitation, sometimes heavy in the south. Thunderstorms were forecasted in the south. Wind from the eastern quadrant, temporarily from the southern quadrant, especially in Baixo Alentejo and the Algarve. Gusts of up to 70 km/h in the South, especially in the Algarve. Extreme wind phenomena were also forecasted in the South, especially in the districts of Beja and Faro.
Heavy rainfall in the southern region, especially in Baixo, Alentejo and Algarve with up to 120mm hour rainfall accumulations (72hrs) from 07 to 09 December. Public warnings for precipitation (orange level) were issued on 05 December for Faro, Beja and Setúbal regions and on 07 December for Beja, Faro, Leiria, Lisboa, Santarém, and Setúbal regions.
Impacts: “We have records of flooding in garages, stores, the municipal market and various arteries in the city, which has hampered the movement of people and the opening of some schools.“ – Faro Municipal Civil Protection Service.
Valencia - Spain, 08-13 November 2023 (flooding)
Period of event: 08 to 13 November 2023
Description and regions affected: The episode began with the announcements issued on the 9th. Such notices were updated the next day leading to the ‘pre-emergency due to rains’ being established at the orange level on the coast of Castellón and Valencia.
On 12 November, AEMET reported significant phenomena in the northern half due to showers and storms. That same day at 11:00 a.m. the CCE established:
Castellón:
- Pre-emergency due to orange-level rains in the northern interior.
- Pre-emergency due to rains on the northern coast, southern interior and southern coast.
In Valencia:
- Emergency Situation 1 due to flooding in Horta Oest and Camp de Túria.
- Pre-emergency due to orange-level rains on the northern coast.
At 9:15 p.m. an update was issued in which the CCE established the Emergency Situation 0 in Castellón due to flooding in La Plana Baixa county.
At 5:40 p.m. on the 13th, Emergency Situation 1 ended due to flooding in Horta Oest and Camp de Túria in Valencia. At 9:50 a.m. on 14 November, the Emergency Situation 0 ended due to flooding in the flat plain of Castellón.
Impacts: The passage of the DANA (Depresión Aislada en Niveles Altos – the term given to storms such as this event) through the Valencian Community caused flooding in the underpasses in the Valencian municipalities, the fall of light cables, the retention of vehicles on the roads, etc. The Valencia metro also suffered problems, either due to delays on some of its lines or due to flooding.
In Manises, firefighters received 35 callouts, most related to rescuing drivers and emptying water, and evacuation notices were issued in four homes due to the extensive damage caused by heavy rainfall. Furthermore, due to the hail, the road that connects the municipality with Riba-Roja had to be cut.
Huelva - Spain, 08 December 2022 (flooding)
Period of event: 07 December 2022 (23:00) to 08 December 2022 (10:00)
Description and regions affected: The State Meteorological Agency (AEMET) issued one official orange warning for Huelva Province on 08 December 2022 for Andalusia from 23:00 7/12/22 to 10:00 8/12/22.
Impacts: Flooding impacted houses, commercial premises, garages and streets, in several municipalities. As reported by the Emergency 112 service of Andalusia, the municipalities most affected by the rainfall were Ayamonte, Isla Cristina, Lepe, Alonso and Aljaraque.
Helsinki - Finland, 12 Aug 2017 (convective multi-hazard)
Period of event: 12 August 2017
Heavy rainfall across the south and southeast of Finland and in Helsinki from 08:00 UTC to 18:00 UTC on 08 July 2023.
Description and regions affected:
On August 12, 2017, southern Finland was struck by a mesoscale convective storm called Kiira. The storm was caused by a warm air mass that arrived in Finland from southern Europe. This caused a multi-hazard event. Strong downbursts brought down trees, resulted in disruptions in electricity distribution and caused damage to buildings. Around 6300 cloud-to-ground lightning flashes were observed in the Uusimaa region with up to 80 flashes/100 km2 during the event. Rainfall up to 30 mm/h and wind speeds up to 30 m/s were measured.
Impacts: The storm had major impacts. Around 1000 rescue service tasks were reported and approximately 50000 customers suffered from electricity cuts. Water flooded into a shopping mall in Espoo. Air traffic in southern Finland was severely disrupted and several airplanes destined for the Helsinki-Vantaa airport were diverted to Tampere. In addition, a large number of outdoor events were called off and people were evacuated to shelters. The Finnish insurance companies estimated that the damage done to forests was approximately 3 million euros. In the Kymenlaakso region, damage to electricity networks was estimated to be over 100,000 euros.
